Job Overview

ICON plc is seeking an experienced HEOR Scientist to lead and integrate Health Economics and Outcomes Research (HEOR) strategies from early clinical development through commercialization.

This senior-level role is designed for professionals with deep expertise in real-world evidence (RWE), economic modeling, patient-focused outcomes, value demonstration, and reimbursement strategy. The HEOR Scientist will serve as a strategic partner to cross-functional teams, driving evidence generation to support regulatory, payer, and market access objectives.

Key Responsibilities

HEOR Strategy and Leadership

  • Drive sustained integration of HEOR strategy from early development through commercialization.

  • Develop and oversee health outcomes (HO) research strategies across therapeutic areas.

  • Serve as a strategic partner on cross-functional development and commercialization teams.

  • Formulate and implement Patient-Focused Outcomes (PFO), Real-World Evidence (RWE), and economic value strategies for priority products and global markets.

Study Development and Scientific Execution

  • Design and execute high-impact HEOR studies across the product lifecycle.

  • Apply expertise in statistical analysis, economic modeling, epidemiology, observational research, clinical trials, and health technology assessment (HTA).

  • Address registration, pricing, reimbursement, and access-related evidence needs.

  • Utilize disease-state knowledge and advanced research methodologies to support market access strategies.

Organizational Leadership and Influence

  • Build and maintain strategic relationships with internal and external stakeholders.

  • Lead cross-functional evidence planning initiatives across development and commercialization teams.

  • Influence business partners and external decision-makers to optimize product value positioning.

Scientific Communication and Dissemination

  • Lead research communication strategies, including abstracts, posters, podium presentations, manuscripts, and promotional materials.

  • Translate complex scientific findings into clear, stakeholder-focused messaging.

  • Ensure research deliverables are aligned with business impact and market access objectives.

Environmental and Market Intelligence

  • Monitor evolving trends in disease areas, HEOR methodologies, and global market access requirements.

  • Anticipate payer, regulator, and health technology assessment needs within relevant therapeutic areas.

  • Evaluate internal and external factors influencing HEOR evidence generation and utilization.

Project Management and Execution Oversight

  • Ensure HEOR projects are delivered on time, within scope, and within budget.

  • Coordinate cross-functional collaboration with internal teams and external research partners.

Required Qualifications and Experience

  • Doctorate (PhD, MD) OR PharmD/MS in Health Economics, Outcomes Research, Epidemiology, Biostatistics, Public Health, or related field.

  • Minimum 10–12+ years of experience designing and executing HEOR strategies within pharmaceutical, biotechnology, or CRO environments.

  • Demonstrated expertise in outcomes research, economic modeling, RWE generation, and payer evidence strategy.

  • Strong understanding of regulatory, pricing, reimbursement, and market access frameworks.

  • Proven leadership experience influencing cross-functional teams and senior stakeholders.

  • Excellent written and verbal communication skills with the ability to translate complex scientific data into strategic insights.

  • Strong analytical and strategic thinking capabilities.

Preferred Expertise

  • Experience across multiple therapeutic areas.

  • Familiarity with global HTA requirements and payer landscapes.

  • Publication record in peer-reviewed journals related to HEOR, RWE, or health outcomes research.
