Position Summary

Amgen is seeking a Health Economics & Outcomes Research (HEOR) Senior Manager – Oncology to join our Global HEOR team. In this high-impact role, you’ll report to the HEOR Director and drive the strategic and tactical execution of the HEOR Book of Work for one or more oncology assets across their life cycle.

You will lead evidence generation activities to support global and U.S. access, contribute to HTA submissions, and collaborate cross-functionally to deliver impactful payer-relevant insights and tools.


Key Responsibilities

Strategic Execution

  • Translate strategic objectives into a concrete HEOR project plan aligned with the Access Strategy Lead (ASL)

  • Drive the HEOR Book of Work, including:

    • Payer-relevant evidence generation

    • PRO/COA strategy development

    • Evidence synthesis (e.g., systematic reviews, meta-analyses)

    • Development of core HTA materials (e.g., Global Value Dossiers, economic models)

Stakeholder Engagement

  • Engage with internal teams:

    • ASL

    • Top-10 countries (especially U.S.)

    • Global Medical Affairs Team (GMAT)

    • Evidence Generation Team (EGT)

    • Access and Use Evidence Generation (AUEG)

    • Global Biostatistical Sciences

    • U.S. Value Marketing

    • Medical Value & Access

  • Partner with external experts and vendors to validate HEOR strategies

Governance & Compliance

  • Ensure compliance with HTA dossier governance and Amgen processes

  • Maintain relationships across time zones and geographies

DAI Framework

  • D – Drive execution of HEOR Book of Work

  • A – Advise ASL and Global Access Team on HEOR and HTA strategy

  • I – Stay informed of Integrated Access Strategy (IAS) planning


Basic Qualifications

You must meet one of the following criteria:

Education Level

Minimum Experience

Doctorate degree

2 years of HEOR experience

Master’s degree

6 years of HEOR experience

Bachelor’s degree

8 years of HEOR experience

Associate’s degree

10 years of HEOR experience

High school diploma / GED

12 years of HEOR experience


Preferred Qualifications

  • Academic or on-the-job training in health economics

  • Strong understanding of HTA processes and payer evidence needs

  • Experience with:

    • Developing GVDs, AMCP dossiers, and economic models

    • Designing and implementing PRO/COA strategy

    • Real-world evidence (RWE) and observational studies

    • Systematic literature reviews, indirect comparisons, and meta-analyses

  • Oncology experience strongly preferred

  • Experience working in the U.S. healthcare market and HTA environments

  • Ability to:

    • Communicate and present complex data clearly

    • Influence without authority

    • Work effectively across global teams and time zones

    • Synthesize technical information for diverse audiences

    • Think strategically while executing tactically


Compensation & Benefits

Annual Salary Range: $167,177 – $191,028 USD

Actual compensation will depend on skills, experience, and qualifications.
