Job Overview
Novartis is seeking an Associate Director – Health Economics Dossier Planning & Execution (BSI) to lead strategic and operational activities related to global value dossiers and Health Technology Assessment (HTA) documentation.

This leadership role within the Health Economics and Outcomes Research (HEOR) function focuses on developing and executing global value communication strategies, supporting HTA submissions, and delivering evidence-based insights that strengthen market access strategies for pharmaceutical products.

The Associate Director will oversee a team of HEOR professionals and work closely with cross-functional stakeholders to ensure the development of high-quality value dossiers, integrated evidence packages, and HTA submissions that support global and regional reimbursement decisions.

Key Responsibilities

Strategic Leadership in HEOR and HTA Dossier Development

  • Lead the strategic and operational planning of global value dossiers, HTA dossiers, integrated evidence packages, and other market access documentation.

  • Ensure alignment of dossier strategies with global HEOR objectives, therapeutic area strategies, and cross-functional project teams.

  • Support value communication initiatives that demonstrate clinical and economic value to healthcare decision-makers.

Team Leadership and Capability Development

  • Lead and manage a team of approximately 5–15 associates within the HEOR dossier planning and execution group.

  • Provide mentorship, training, and coaching to strengthen expertise in value communication, dossier writing, and HTA submissions.

  • Foster a collaborative and high-performance team environment aligned with organizational standards and ways of working.

Global Value Dossier and HTA Strategy Development

  • Develop and support global value dossiers and regional or national HTA dossiers for market access submissions.

  • Guide the adaptation of global value dossiers for country-specific HTA requirements and payer evaluations.

  • Contribute to publications, value evidence generation, and supporting documentation required for reimbursement and access decisions.

Stakeholder Collaboration and Market Insights

  • Partner with international HEOR leaders and therapeutic area teams to identify evolving payer and HTA requirements across major markets.

  • Translate payer insights and access requirements into strategic value communication and evidence development plans.

  • Support pricing strategies, commercial forecasting, and access negotiations through evidence-based insights.

Operational Excellence and Performance Management

  • Monitor and track operational performance through defined KPIs and analytics platforms to drive continuous improvement.

  • Ensure effective project management, resource allocation, and delivery of high-quality outputs within defined timelines.

Governance, Compliance, and Process Excellence

  • Ensure all dossier planning and submission activities comply with internal guidelines, SOPs, and regulatory requirements.

  • Collaborate with internal stakeholders to develop and refine value and access processes, documentation standards, and governance frameworks.

Required Skills and Competencies

  • Strong expertise in Health Economics and Outcomes Research (HEOR), Health Technology Assessment (HTA), and market access strategies.

  • Experience developing global value dossiers and payer evidence packages for pharmaceutical products.

  • Deep understanding of healthcare systems, reimbursement frameworks, and payer requirements across international markets.

  • Proven leadership capabilities including team management, mentoring, and project oversight.

  • Strong analytical, strategic thinking, and problem-solving abilities.

  • Advanced proficiency in Microsoft Office tools including Excel, Word, and PowerPoint.

Professional Requirements

  • 10–12 years of experience conducting HEOR, payer research, market access analytics, or related activities within the pharmaceutical industry, contract research organizations, or academic institutions.

  • Experience in related areas such as clinical research, epidemiology, biostatistics, pricing strategy, or healthcare analytics is also valuable.

  • Demonstrated ability to lead complex projects independently and deliver high-quality outcomes aligned with business objectives.
