Program Manager II – Mental Health Services | Oakland, CA

Job Summary

Bay Area Community Services (BACS) is hiring a full-time Program Manager II to oversee the daily operations of large-scale mental health clinical programs. Based in Oakland, CA, this leadership role comes with an annual compensation of $170,000 and is ideal for licensed mental health professionals (LCSW, LMFT, or LPCC) with at least 5 years of experience in administrative, clinical, and direct service management. You’ll lead programs serving 100+ clients annually and supervise multi-disciplinary teams to ensure client-centered, strength-based behavioral healthcare delivery.


Key Responsibilities

  • Oversee daily operations of mental health programs serving 50–100+ clients.

  • Ensure compliance with funding regulations, contract requirements, and reporting.

  • Supervise clinical and administrative staff including Program Supervisors and interns.

  • Lead implementation of service delivery models aligned with BACS mission.

  • Manage intake, referrals, and discharge processes.

  • Maintain documentation, client charts, and quality assurance standards.

  • Implement Continuous Quality Improvement (CQI) systems.

  • Handle site operations, including safety, IT, and facilities management.

  • Represent program at meetings, trainings, and with external stakeholders.

  • Oversee program budgets of at least $1M annually.


Required Skills & Qualifications

  • Valid LCSW, LMFT, or LPCC license with current BBS registration (California).

  • Minimum 5 years of progressive experience in healthcare/social services leadership.

  • At least 1 year managing clinical programs with multiple direct reports (8+ FTEs).

  • Proven track record in managing multi-disciplinary teams and large caseloads.

  • Intermediate proficiency in Microsoft Word/Excel, typing speed of 45 WPM.

  • Strong verbal/written communication, conflict resolution, and CQI implementation skills.

  • Familiarity with community-based mental health services in California.
