Position Overview

The Global Head of Project Delivery Operations is a senior, enterprise-wide leadership role within Global Project Delivery. This position is responsible for defining the strategic direction and ensuring operational excellence across global Project Management, Clinical Supply Trial Management, Central Services (bidding, budgeting, and proposal data management), and Trial Master File (TMF) operations.

Reporting directly to the Head of Global Project Delivery, this role owns the global operating framework for project delivery, including governance, performance management, process optimization, and capability development. The role is critical to ensuring consistent, high-quality execution across a complex, global clinical portfolio while supporting long-term business growth.


Key Responsibilities

Global Project Management Leadership

  • Provide strategic and operational leadership for the global Project Management function across regions and therapeutic areas

  • Define and maintain global standards, governance frameworks, and best practices for project planning, execution, risk management, and reporting

  • Ensure effective oversight of timelines, milestones, and deliverables across a large, multi-study global portfolio

  • Promote a culture of accountability, proactive risk mitigation, and continuous improvement

Clinical Supply Trial Management Oversight

  • Lead governance and operational oversight for Clinical Supply Trial Management

  • Ensure alignment of clinical supply strategies with study timelines, protocol requirements, and regulatory standards

  • Partner with Clinical Operations, Supply Chain teams, and external vendors to ensure reliable and compliant supply delivery

  • Integrate supply planning into program-level and study-level project plans

Central Services Leadership (Bidding, Budgeting & Proposal Support)

  • Oversee Central Services teams supporting bids, budgeting, and proposal data management

  • Ensure accuracy, consistency, and competitiveness of study budgets, cost assumptions, and proposal inputs

  • Drive standardization of pricing tools, proposal data, and historical cost intelligence

  • Partner closely with Sales, Finance, Proposals, and Operations to deliver timely, high-quality bid responses

Trial Master File (TMF) Strategy & Governance

  • Provide global accountability for TMF strategy, governance, and operational performance

  • Ensure TMF quality, completeness, inspection readiness, and regulatory compliance

  • Lead continuous improvement initiatives across TMF processes, systems, metrics, and inspection preparedness

Financial & Operational Stewardship

  • Partner with Finance and senior leadership to ensure strong financial performance, forecasting accuracy, and margin delivery

  • Ensure project-level financial discipline, including budget adherence, change control, and revenue recognition support

  • Monitor portfolio-level KPIs and implement corrective actions where required

Stakeholder & Client Engagement

  • Serve as a senior escalation point for complex delivery, operational, and client-related issues

  • Build strong cross-functional partnerships across Clinical Operations, Finance, Quality, Regulatory, IT, and Commercial teams

  • Support client satisfaction, retention, and long-term growth

Talent, Capability & Organizational Development

  • Lead, develop, and inspire a global, multi-layered leadership organization

  • Drive talent strategy, succession planning, leadership development, and workforce scalability

  • Foster a high-performance, engaged, and accountable culture


Required Experience & Qualifications

  • 15+ years of progressive leadership experience in project delivery or project management within a CRO, biopharmaceutical, or clinical research environment

  • Proven experience overseeing global, multi-study clinical portfolios

  • Strong background in Project Management, with exposure to Clinical Supply Trial Management, TMF operations, and proposal/bid support preferred

  • Demonstrated success leading large, globally distributed teams and senior leaders

  • Strong financial acumen, including budgeting, forecasting, portfolio management, and margin optimization

  • Ability to influence and collaborate effectively within a highly matrixed, global organization

  • Bachelor’s degree required; advanced degree in Life Sciences, Business, or a related discipline preferred

Compensation & Benefits

Salary Range: USD 204,600 – 378,600 (or local equivalent, based on location and experience)

Total compensation will be determined based on qualifications, experience, and role alignment.
