Role Overview

The Global Head of Project Delivery Operations is a senior, enterprise-critical leadership role within Global Project Delivery. This position is responsible for defining the global operating framework and driving operational excellence across Project Management, Clinical Supply Trial Management, Central Services (bidding, budgeting, proposal data management), and Trial Master File (TMF) operations.

Reporting to the Head of Global Project Delivery, this role provides strategic direction, governance, and performance oversight across a complex global portfolio, ensuring consistent, high-quality delivery while enabling scalable and sustainable business growth.


Key Responsibilities

Global Project Delivery & Project Management Leadership

  • Provide strategic and operational leadership for the global Project Management function across regions and therapeutic areas

  • Establish and maintain global standards, governance frameworks, and best practices for project planning, execution, risk management, and reporting

  • Ensure effective oversight of study timelines, milestones, deliverables, and portfolio-level performance

  • Foster a culture of accountability, proactive risk management, and continuous improvement

Clinical Supply Trial Management Oversight

  • Lead and govern Clinical Supply Trial Management to ensure alignment with study requirements, timelines, and regulatory expectations

  • Partner with Clinical Operations, Supply Chain, and external vendors to ensure reliable, compliant, and timely delivery of clinical trial supplies

  • Integrate clinical supply planning into program- and study-level project plans

Central Services Leadership (Bidding, Budgeting & Proposals)

  • Oversee global Central Services supporting bid development, budgeting, and proposal data management

  • Ensure accuracy, consistency, and competitiveness of study budgets, pricing assumptions, and proposal inputs

  • Drive standardization of pricing tools, historical cost intelligence, and proposal data to support scalable business development

  • Collaborate closely with Sales, Finance, Proposals, and Operations teams to deliver high-quality, timely bid responses

Trial Master File (TMF) Strategy & Governance

  • Provide global oversight of TMF strategy, governance, and operational performance

  • Ensure TMF completeness, inspection readiness, quality, and compliance with global regulatory requirements

  • Lead continuous improvement initiatives across TMF processes, systems, metrics, and inspection preparedness

Financial & Operational Stewardship

  • Partner with Finance and executive leadership to ensure strong financial performance, forecasting accuracy, margin delivery, and cost control

  • Ensure project-level financial discipline, including budget adherence, change control, and revenue recognition support

  • Monitor portfolio-level KPIs and implement corrective actions as required

Stakeholder, Client & Executive Engagement

  • Act as a senior escalation point for complex delivery, operational, and client issues

  • Build strong, collaborative relationships across Clinical Operations, Quality, Regulatory, IT, Finance, and Commercial teams

  • Support client satisfaction, retention, and long-term growth through effective operational partnership

Talent, Capability & Organizational Development

  • Lead, develop, and inspire a global, multi-layered leadership organization

  • Drive talent strategy, succession planning, leadership development, and workforce scalability

  • Promote a culture of high performance, engagement, and accountability


Required Experience & Qualifications

  • 15+ years of progressive experience in project delivery or project management leadership within a CRO, biopharmaceutical, or clinical research environment

  • Proven experience overseeing large, global, multi-study clinical portfolios

  • Demonstrated leadership across Project Management, Clinical Supply Trial Management, TMF operations, and proposal/bid support

  • Strong financial acumen with experience in budgeting, forecasting, portfolio management, and margin delivery

  • Proven ability to lead and influence senior leaders in a highly matrixed, global organization

  • Track record of driving operational transformation, standardization, and scalable growth

  • Bachelor’s degree required; advanced degree in Life Sciences, Business, or a related field preferred

Compensation & Benefits

Salary Range: USD 204,600 – 378,600 (or local equivalent based on location)
Compensation will be determined based on experience, qualifications, and role alignment.
