Role Overview

The International Public Policy, Advocacy & Engagement Manager is a senior-level individual contributor responsible for driving stakeholder engagement, regulatory advocacy, and strategic communications initiatives across India and the broader region.

This role focuses on monitoring policy developments, strengthening government and stakeholder relationships, supporting public health advocacy, and aligning communication strategies with regulatory and access-to-medicine priorities. The position plays a critical role in advancing USP’s mission of improving medicine quality, patient safety, and regulatory harmonization.

Key Responsibilities

Stakeholder & Government Relations

  • Monitor regional regulatory, pharmaceutical, and public health developments and align engagement strategies accordingly.

  • Develop and execute stakeholder engagement plans in coordination with the Associate Director.

  • Establish and maintain relationships with regulators, policymakers, healthcare institutions, and professional bodies.

  • Support the development and management of Memorandums of Understanding (MoUs).

  • Coordinate meetings with state and central government authorities to ensure sustained institutional engagement.

  • Identify co-sponsorship and participation opportunities in relevant industry and regulatory events.

  • Collaborate with internal program teams to align external engagement strategies with organizational priorities.

Public Policy & Advocacy

  • Contribute to evidence-based policy advocacy initiatives focused on medicine quality, patient safety, and regulatory standards.

  • Support development of international public policy strategies related to pharmaceutical and food regulatory environments.

  • Monitor legislative and regulatory updates impacting drug quality, access, and public health systems.

  • Provide strategic insights into government priorities and regulatory reforms.

Strategic Communications & Engagement

  • Support development and execution of communication strategies aligned with policy objectives.

  • Manage content coordination with PR agencies for leadership blogs, website updates, newsletters, and advocacy campaigns.

  • Coordinate internal design and communications teams for marketing and stakeholder materials.

  • Assist in drafting business letters, policy briefs, presentations, and advocacy documents.

  • Serve as backup for stakeholder meetings and official communications when required.

Required Qualifications

  • Master’s Degree in Public Health, Pharmacy, Regulatory Affairs, Public Policy, Patient Safety, or related healthcare discipline.

  • 8–10 years of experience in external affairs, regulatory policy, public health advocacy, or stakeholder engagement within pharmaceutical, healthcare, or medical sectors.

  • Strong understanding of India’s food and drug regulatory and policy environment.

  • Demonstrated experience in stakeholder relationship management and government engagement.

  • Advanced written and verbal communication skills in English.

  • Proficiency in Microsoft Office and presentation development tools.

Preferred Qualifications

  • Additional qualifications in Public Relations or Corporate Communications.

  • Experience working with international NGOs or global health organizations in the pharmaceutical sector.

  • Ability to interpret medical and food regulatory frameworks in India.

  • Experience in program management and policy analysis.

  • Strong analytical skills for research, data interpretation, and evidence generation.
