Role Summary

This role is a dual-function leadership position responsible for:

  • Global sanctions screening and trade compliance oversight

  • Clinical customs valuation governance

The role ensures compliance with international trade regulations (OFAC, BIS, WCO standards) and supports global clinical supply chain valuation activities.


Part 1: Sanctions Screening & Compliance Responsibilities

Core Responsibilities

  • Serve as global SME for sanctions screening and ownership compliance

  • Apply OFAC 50% ownership aggregation rule

  • Review BIS Entity List and Military End User (MEU) requirements

  • Conduct sanctions screening for:

    • Vendors

    • Customers

    • Banks

    • Business partners


Due Diligence & Investigations

  • Analyze complex corporate ownership structures

  • Identify Ultimate Beneficial Ownership (UBO)

  • Conduct enhanced due diligence using public and commercial data sources

  • Assess indirect sanctions exposure

  • Prepare detailed risk assessment reports


Alert Management

  • Review and adjudicate sanctions screening alerts

  • Differentiate false positives vs true matches

  • Act as escalation point for high-risk compliance cases


Regulatory Monitoring

  • Track updates in OFAC, BIS, and global sanctions regulations

  • Provide compliance guidance to internal stakeholders


Process & Technology Optimization

  • Improve sanctions screening processes using automation and analytics

  • Support AI-enabled compliance tools and system enhancements

  • Collaborate with IT and compliance teams to optimize workflows


Part 2: Clinical Customs Valuation Responsibilities

Core Responsibilities

  • Support global clinical customs valuation processes

  • Ensure compliance with World Customs Organization (WCO) valuation principles

  • Assign customs values for clinical materials


Operational Activities

  • Review dashboards for product setup and demand forecasting

  • Ensure accurate valuation data entry in SAP systems

  • Support year-end valuation reconciliation and true-up activities


Stakeholder Collaboration

  • Work with supply chain, finance, and operations teams

  • Ensure correct customs valuation for new clinical materials


Required Qualifications (Basic Eligibility)

One of the following:

  • Bachelor’s degree + 4 years experience

  • Associate degree + 8 years experience

  • High school diploma + 10 years experience

Experience must be in:

  • Compliance

  • Risk management

  • Regulatory affairs

  • Audit

  • Law or related fields


Preferred Skills & Experience

Trade Compliance Knowledge

  • OFAC sanctions regulations and 50% rule

  • BIS Entity List / MEU requirements

  • WCO customs valuation principles


Technical & Analytical Skills

  • Ownership structure analysis (UBO investigations)

  • Compliance screening tools (e.g., Dow Jones, Descartes, SAP GTS, Oracle GTM, Sayari, Kharon)

  • Data analysis and investigative reporting

  • Risk assessment documentation

To ensure Amgen’s global operations comply with international trade laws while preventing sanctions violations and ensuring accurate customs valuation for clinical materials.
