Position Purpose

The Senior Programmer Analyst serves as a subject matter expert (SME) for Pharmacovigilance (PV) Safety Database operations (Oracle Argus). This role involves managing system configuration, maintenance, reporting, and administration to ensure compliance with SOPs, policies, regulatory standards, and industry best practices.


Key Responsibilities

System Administration & Support

  • Oversee day-to-day configuration, maintenance, and support of the Oracle Argus Safety Database.

  • Ensure compliance with internal SOPs, GxP, and applicable regulations.

  • Manage configuration changes, upgrades, and tenant creation under change control policies.

  • Liaise with vendors for system upgrades, enhancements, and issue resolution.

  • Support routine dictionary upgrades (e.g., MedDRA, WHO-DD).

Technical Development & Reporting

  • Develop and validate custom/ad-hoc reports using built-in tools, OBIEE, and SQL.

  • Provide programming support for safety data review and aggregate reports.

  • Lead data migration and validation projects, ensuring data integrity and compliance.

  • Create documentation: Data Migration Plans, Design Specifications, and Summary Reports.

Collaboration & Compliance

  • Partner with PV business users to understand requirements and recommend technical solutions.

  • Assist in the development of SOPs, participate in internal/external audits.

  • Interact with project teams and clients to ensure deliverables meet timelines and quality expectations.

Leadership & Process Improvement

  • Lead project initiatives ensuring timely, high-quality outcomes.

  • Mentor junior staff and support team development.

  • Review and recommend process improvements for operational efficiency.

  • Estimate project efforts to assist in bidding and cost forecasting.


Education & Experience

  • Bachelor’s degree (Science, Pharmacy, Computer Science, or related field) or equivalent qualification.

  • 5+ years of relevant experience in Pharmacovigilance systems, Oracle Argus administration, or safety data management.


Knowledge, Skills & Abilities

  • In-depth knowledge of Oracle Argus Safety Database configuration, mappings, and transformation rules.

  • Strong proficiency in SQL programming and report generation tools (OBIEE, PL/SQL, etc.).

  • Experience in safety data migration and relational database management.

  • Familiarity with one or more programming languages.

  • Excellent problem-solving, analytical, and communication skills.

  • Strong attention to detail and ability to manage multiple priorities effectively.

  • Leadership, initiative, and mentoring capabilities.

  • Ability to work independently in a remote, cross-functional team environment.
